My question is, can we get Tibet Travel Permit for independent travel?

I'm afraid not. The Tibet Travel Permit can be applied by a Chinese travel agency only. The travel agency has to submit the copy of the clients' passports and Chinese Visas and a formal travel itinerary to the Tibet tourism bureau. If the bureau notices that the clients will have free days in Tibet without a local guide, they will refuse the application.0
