About:Chinese Embasy in Ireland

VISA ENQUIRY:

I am an Irish national living in France. My boyfriend (also an Irish national), who has been travelling around the world (as a tourist) for the past 5 months, will be coming to stay with me in France for one month before going to China. In this time he needs to apply for his tourist visa to China. As applying through the embassy in Paris requires a resident permit for non-French (which he doesn't have seeing as he is not actually resident in France), I think it would be simpler if he sent his application to the embassy in Dublin. However, I need to know do the embassy accept applications by registered post from abroad and can they send it back to France when it is finished (we would cover the postage costs of course).
