I am just wondering what happened to my applications to your embassy and why it was not processed to HK?

Dear Sir,
On 14th January 2009 I applied for a visit visa to Hong Kong , ref. No. 12582653
for me and my family ( 4 visas ) with all required documents and Iqama translation with flight tickets, hotel reservations, English bank statements, . Etc. With proposed travel date 08.02.2009.
By contacting your embassy on 07.02.2009 to inquire about my applications, I was informed that the embassy is closing for 2 weeks vacation , and even by arrival of the visa approval from HK , nobody will issue me the visa in your embassy.
I contacted directly by e mail the immigration dep. In Hong Kong inquiring about my visa applications.I was informed that no applications in our names received in their offices from your embassy in Riyadh for visa approval.
They asked me to send all my documents directly to them by Fax, and I got the visa labels to HK by DHL to Dubai on 12th February and they charged 640 HK $ for visas and 600 HK $ for DHL, so I could travel to HK with delay about 3days.
I am just wondering what happened to my applications to your embassy and why it was not processed to HK?
Why your employees in Chinese embassy in Riyadh accepted my applications on 14th January if they know already that the time is not enough to get the approval from HK and the embassy is closing for vacation on 7th Feb. for 2 weeks? they Must Had apologized and refused to accept my applications, so I could spare time, efforts, money, changing tickets, costs with to travel to Dubai, and if they had done that I would consider it as a respect.
Dear Sir I would like to have explanation to all what happened and I think it is my rights at least to get my many back 640 SR , the visa fees which I did not obtained.
