Who said he did not care of the people? He lowered the tax, made his troops helped the peasants. He might be harsh with punishment for his enemies but he valued the talented and loyaled ones

Cao Cao was one of the greatest strategists of that age. He was a cunning, capable man. He was fit to rule the land, and had he not lost at Chi Bi he would've unified China. And anyway, if you're going to unify a country, lives are going to be lost. No way to prevent that. Cao Cao was noble and intelligent FOR A FEUDAL WARLORD at Ancient China in that time. Cao Cao is my favorite figure from Chinese history, his entire family was capable. If only it wasn't for the Sima family they would be in power.

some negative things written about cao cao were propaganda made up by zhuge liang...

cao cao was actually really good to his own people. but was like a devil to his enemies... which is about rightfully so... after all they are enemies... although he IS credited for saying "do not hate your enemies, it only makes yourself stupid"

he was a fair judge, for crimes; he punished noble, wealthy class equal as he punished poorer classes... in his time, of feudal warlords, and kingdoms systems, this was a very rare thing of a leader.

he raised taxes on the wealthy, and abolished taxes of the most poor.
