As your wife is a Chinese, then you can apply for a Q visa to China with the invitation letter from your wife, it will be much easier.

Thank you for replying. I have traveled in person to LA consulate, but they said they did not accept the RTD. However, they also didn't formally reject me. They verbally mentioned that I can ask another consulate or embassy. But my resident belongs to LA. We are really puzzled as they also haven't replied to our emails. Their phone was almost impossible to get through.

How about contacting the China Embassy in Washington DC? The email washington_visa@csm.mfa.gov.cn or chinaembpress_us@mfa.gov.cn. Or I think your wife may call the 24h hotline 12308 for consular protection and service.

Yes, we have both emailed the DC embassy. Thank you for providing the contact info. We were never able to get through their phone. Who knows when they may reply the emails. My wife has not called the hotline, this might be our next step.
