About:240-Hour Visa-Free Transit

USA -> Hong Kong -> Macau -> Shenzhen -> Hong Kong -> USA

I'm planning to fly from USA to hong kong (4 days) then ferry to macau (1 day) then ferry to shenzhen (2 day) train to hongkong airport to fly to USA

does this qualify for the 240-hour visa free transit? Does Macau and Hong Kong count as "foreign countries"

Your itinerary is definitely eligible for 240 hour visa free transit and you do not need any kind of visa. Both Hong Kong and Macau count as eligible territories and are consequently treated as eligible for 240 hour visa free transit scheme. You should just take care about the following:

1. You will have to buy your Shenzhen to Hong Kong train ticket before you depart from Macau toward Shenzhen because you will be asked to present it in both Macau and in Shenzhen.
2. When you arrive in Shenzhen you should not queue in front of Shenzhen VOA office because this is not a place for you, but you will look for visa free transit / temporary entry permit country. Have a nice visit to China.
