Yes, you can fly directly from US to Shanghai and after 10 days (240 hours) or less, travel to Hong Kong or Taiwan. Also, it is perfectly fine to travel on United Airlines and Eva Air and you can have two unrelated and separate tickets. It does not have to be a single booking. For example, you can have United Airlines ticket from US to Shanghai and then totally separate ticket for Shanghai to Taipei (Taiwan). During your stay in mainland China you are free to visit Xi'an without any doubt.
As far as your tickets are concerned, it is essential that at the time of your check-in in US you have your onward (exit) ticket from mainland China to Taiwan or Hong Kong already booked and at hand because this is the proof that you will be really in a transit through mainland China between two different entities (US and Taiwan). You will be asked to present that onward (exit) ticket at the time of your check-in in US and upon your landing in Shanghai. It does not have to be a ticket in a physical form, but you can print out a ticket booking confirmation that you will receive in your email inbox at the moment of booking. In any case, it has to be a confirmed and not a standby ticket. In other words, it really does not matter when the airline will issue your tickets, but when you approach a check-in counter in US for your flight to Shanghai, your tickets, with the emphasize of onward (exit) ticket, have to be confirmed and with fixed itineraries.
