Yes, they can apply and obtain Shenzhen VOA. My recommendation for you is to use Lo Wu / Luohu border crossing because you can easily reach it by a suburban train from Hong Kong center and also the immigration officials at Luohu visa office are used to see the citizenship that are usually not so often seen at the mainland China border crossings. Have a nice visit to Shenzhen.0
