No, unfortunately, you are not allowed to exit Hong Kong airport without a visa obtained in advance. The citizens of Lebanon are allowed to stay airside (within the transit area of HKIA airport) visa free, but they cannot exit that area without a visa obtained in advance.

Also, I would like to inform you that Hong Kong has different immigration and transit rules compared to mainland China, so it does not have 24 hour visa free transit scheme in the way that mainland China has. Mainland China 24 hour visa free transit rule is not applied in Hong Kong.

Just to conclude, you do not need a visa for your transit in Hong Kong, but you cannot exit the transit area of the airport. I am sorry for brining you this news, but at least now you know that you will have to entertain yourself during your 15 hour layover at HKIA. Hope this helps.
