No, you should not use 24 hour visa free transit for such an itinerary. It is in theory eligible, but the wording in Timatic (a database used by airline check-in staff) is not quite clear about it because it mentions flights and not a combination of flights and trains. However, if you stay in Shenzhen for a little bit than 24 hours, in that case you become eligible for 240 hour visa free transit and you are free to do that. In other words, the scheduled time of your train departure from Shenzhen to Hong Kong has to be at least a minute longer than 24 hours compared to your scheduled flight landing. Also, if you want to use this scheme, you should buy your train ticket in advance even before you depart from Jakarta because you will be asked to present it in both check-in in Jakarta and upon your landing in Shenzhen. You should be aware that you cannot rely in local MRT, but it has to be a through train that connects Shenzhen and Hong Kong. It is highly advisable to have it as a printout or at least as a screenshot in on your smartphone. Have a nice journey.
