About:Visa on Arrival

for Canadians travelling to Philippines first

and then visiting Shenzhen for a weekend, would we be eligible for the VOA or do you recommend just getting the China visa from the get-go

I have to admit that your question is somewhat unclear. I do not understand where do you plan to arrive in Shenzhen from? If you plan to arrive in Shenzhen directly from the Philippines you will not be able to use 5 day Shenzhen visa on arrival because there is no visa office at Shenzhen airport. You will have to travel to Hong Kong first and then to travel by train to Lo Wu / Luohu border crossing or by ferry from HKIA to Shekou port in Shenzhen.

The alternative is to use 240 hour visa free transit. You can travel directly from the Philippines to Shenzhen, stay there and around for up to 10 days and then exit to Hong Kong by train. If you decide for 240 hour visa free transit, in that case you can travel directly to Shenzhen, but you will have to exit to Hong Kong by train or ferry and you will have to book your train or ferry ticket in advance because you will be asked to present it in both the Philippines and upon your landing in Shenzhen. Have a nice visit to China.
