Laine, you are not asking for 24 hour visa transit, but you are asking about a temporary entry permit in order to be allowed to exit the airport. Here the main detail is that the passenger has the right to travel under 24 hour visa free transit and to stay in the transit area of the airport during entire transit time. This is the right.
