About:24-Hour Visa-Free Transit
Transit in Beijing PEK for 23 hours still eligible to get transit visa and can we get the luggage ?

24-Hour TWOV counts from your landing time, meaning that if your landing time and takeoff time are not more than 24 hours apart, you are eligible. You can certainly pick up your luggage if needed.0

Since your transit time (based on scheduled arrival and departure) is less than 24 hours long, you do not need any kind of visa and you will be covered by 24 hour visa free transit. If you have bought your journey under one ticket, you will not be able to get your luggage because it will be handled by the airport from one to the other flight. If you want to exit the airport, the first thing upon your landing will be to approach the transit counter where you will apply for a temporary entry permit by presenting your flight tickets and your hotel accommodation (if you plan to spend a night in the hotel). When your permit is, hopefully, granted, you will head to the immigration and then toward the city to spend some time on your own. Have a nice journey.0
