Do I need a visa and an exit to the city if I transfer from T2 to T3, fly with different airlines?

Or do I need to apply for a free transit visa upon arrival, then leave the transit zone, move to T3 and then check in again?
What conditions must be observed when transplanting for 12 hours?

If your transfer time is 12 hours, no visa is needed. You can rely on the 24-hour visa-free transit policy. But if you want to leave the restricted area, you should go to the 24/240-hour visa-free transit counter to get a temporary entry permit, which is free. Your passport and onward flight ticket will be required to show.
