NJ, here we have two details:
1. Indian citizens are formally eligible for Shenzhen 5 day visa on arrival, but the feedback about their success rate is practically non-existent and in this regard I would suggest you to postpone your visit to Shenzhen or to obtain a Chinese visa in advance. You can try your luck, but if I were you I would not do that because you do not need any disappointments. I will be the happiest person when I realize that Indian citizens are starting to obtain Shenzhen 5 day visa normally and in regular sequence, but so far the feedback is still non significant to be able to offer you an unambiguous answer and recommendation.
2. When you have obtained a Shenzhen VOA, you are not allowed to travel to Zhuhai. You are limited to Shenzhen city limits only and you cannot travel to any other mainland Chinese municipality from there. You can exit from Shenzhen to other countries or territories beside Hong Kong, but it has to be done by a direct boat or plane option. For example, you can take a direct ferry from Shenzhen (Shekou port) to Macau or a plane from Shenzhen airport to any other country, but without a landing in any place within mainland China. So, you cannot travel from Shenzhen to Zhuhai on Shenzhen VOA.
The price of Shenzhen VOA is the same for all the citizenship and it is 130 CNY. It can be paid by card (all major overseas cards are accepted) or by Chinese cash. I am sorry for not brining you quite favorable news, but at least now you know the circumstances and you will be able to plan accordingly. I wish you great travels.
