About:China Visa on Arrival

VOA at Bao'an airport

I am Indonesian and will be transiting in Shenzhen Bao'an Airport for 11 hours to a third country. Am I eligible for the 5 days VOA?

No, because there is no visa on arrival facility at Shenzhen airport.

In reality, this is not such a problem because you will be just in a transit, so your 11 hours long layover will be covered by 24 hour visa free transit and you do not need any kind of visa to accomplish it.

You can remain airside (airport transit area) without any formality to accomplish. If you want to exit the airport, you will approach 24/144 hour visa free transit counter where you will apply for a temporary entry permit. The issuing of the permit depends totally on the discretionary decision of the airport officials on the day because the issuing of the permit is not a passenger's right, but more like a bonus that is offered to those with overnight layover, those with small children and disabled persons. In any case, you should try and see if you will be lucky. Have a nice journey in any case.
