Declaring ginseng upon entering china

Can my Chinese born wife (American citizen) bring a gift of American ginseng to her parents in China as long as she carry’s it in her carry on and declares it at the border or is it still illegal? Is there something i can do ahead of time or does it matter that it isn’t enough for distribution. Just a personal gift. I’d this illegal regardless?
