Formally, Pakistani citizens are eligible for 5 day Shenzhen VOA, but the success rate is rather mixed or better to say relatively poor. You are advised to rethink about your planned visit to Shenzhen in order to postpone it or to obtain a Chinese visa in advance. If you still want to proceed with your plans, I would suggest you to take the first morning ferry from Hong Kong to Shekou port in Shenzhen because the situation there is more relaxed and it is much harder for the authorities to reject you there when you have practically already entered Shenzhen.

To ensure a smooth trip, it's advised to apply for a China visa in advance in your home country.
