About:24-Hour Visa-Free Transit

Pakistani 24-hour visa-free transit

Hello,

I am a Pakistani passport holder studying in South Korea. I will be traveling with Shandong Airlines on the following itinerary:

Outbound: Seoul (ICN) → Jinan (TNA) → Kuala Lumpur (KUL), with a 21-hour 45-minute layover in Jinan.

Return: Kuala Lumpur (KUL) → Jinan (TNA) → Seoul (ICN), with an 8-hour 35-minute layover in Jinan.

Could you please confirm whether I am eligible for the 24-hour visa-free transit as a Pakistani passport holder? If I am eligible, can I leave the airport with a temporary entry permit issued upon arrival, or do I need to obtain a Chinese transit or tourist visa before traveling?

Ali, here we talk about two different things. The first and the most important thing is that your itinerary is definitely eligible for 24 hour visa free transit and you do not need any kind of visa. Here it is important to understand that your eligibility for 24 hour visa free transit does not imply automatic availability to exit the transit zone. In other words, the very basic rule of 24 hour visa free transit is to stay in the transit zone of the transit airport.

The second thing is a temporary entry permit. This is a permit that is granted to those passengers with disabilities, with small children and with very long layovers, but even to them on case by case basis. In other words, issuing of temporary entry permit is not a right for those in transit, but a bonus that can be granted or denied based on the conclusion/decision of the immigration official on that very day. No explanation will be given for a negative outcome.

Just to conclude. Your itinerary is eligible and you can travel visa free and you can also apply for a temporary entry permit upon your landing in Jinan, but the permit can be denied. You simply have to be ready to expect even that outcome. Also, I strongly advise you to fill out online arrival card through Chinese National Immigration Administration website. I hope this helps.
