Can I leave airport on nz passport

Hi there, I have an 11 hour layover in Hainan, and flying hainan airlines, can I leave the airport on a New Zealand passport?

Will you fly from a country to Hainan then to another country or region? If yes, you are eligible for the 24-hour visa-free transit, and you can leave the airport for sightseeing after getting the 24-hour visa-free entry permit at the border inspection counter.
