About:How to Travel to China without a Visa

Visit to Hong Kong via Shanghai

Two of us are flying from the UK to Shanghai and taking a connecting flight to Hong Kong, staying as tourists for 3 weeks, then returning to Shanghai and staying in a local hotel for 1 night before returning to the UK.
Do we still buy the 30 day tourist visa?

No, you don't need a visa for the itinerary as you enjoy 24-hours visa-free transit for both onward and return trip.
