Can we still apply VOA in Shenzhen traveling from HK to Guangzhou with a canadian passport

If your first arrival in the mainland is Guangzhou, you will not be eligible for Shenzhen voa.
If you fly from HK to Guangzhou and leave for a third country/region, you will be eligible for 144-hour visa-free transit in the whole Guangdong province. If not, you will need a ready visa before leaving for Guangzhou.0
