Darya, the answer is very simple for Belarusian citizens and it is definitely - yes because Belarusian citizens simply do not need any kind of visa for China. In other words, Belarusian citizen can exit the airport as she/he wishes.
As far as the citizen of Kyrgyzstan, she/he dose not need a visa because she/he will be covered by 24 hour visa free transit. So, this is fine. To be allowed to exit the airport, a citizen of Kyrgyzstan will have to approach a transit counter where she/will apply for a temporary entry permit to be allowed to exit the airport. Here I suggest that she/he has printouts of flight tickets as well as hotel booking confirmation in hard copy at hand. Since the layover is a very long one, she/he will be almost certainly granted a permit especially if she/he intends to have an overnight outside the airport. I strongly advise that a Belarusian citizen stands along a citizen of Kyrgyzstan at the transit counter to give some kind of a support.
