Yes it is. However, you should have in mind that if you do this, you have to be very precise about your time frames. In other word, you have to count the entire time in China starting from your very first arrival and that is exclusively scheduled time, until your very last time of departure, again exclusively scheduled time. You cannot stay in China even for a minute beyond 24 hours.
Now, when you land into Beijing, the first thing you will do is to approach transit counter (desk) where you will apply for a temporary entry permit to be allowed to exit the airport. This application is free of any charge and here you will present your flight tickets as well as your train ticket and I strongly advise you to have all of them in hard copy and at hand. After a short check, you will be granted a permit and you will exit the airport to proceed according to your travel plan.
