About:Visa on Arrival

is there a quota for each country visitors?

I am Korean, living in Hong Kong as a HK permanent resident. Is there a quota for how many visitors can visit Shenzen?
and I believe the the VOA fee is 275 RMB? but if I have HKID permanent, can do I still need to apply for VOA ?

There is a quota but we don't know what on earth it is. If you still use Korean passport, you can apply for it.
