I think you mean tolerant.  The words moderate and militant where not words commonly used back in the 1300's (or even invented to be used in this fashion) so the whole quote is a simple fabrication. Marco Polo wrote about different cultures with fascination, not judgement. This type of remark would have been quite out of character even if the vocabulary was correct.
