Formally and technically yes, but the practice and the outcomes present that currently the citizens of the Philippines have relatively poor rate of successful applications. In other words, I suggest you to postpone your trip to Shenzhen or to obtain a Chinese visa in advance. If you still proceed with your plan, then I suggest you to take a ferry from Hong Kong to Shekou port in Shenzhen where the successful rate is noticeably higher. Just take care of Shekou visa office opening hours: 9:00 - 13:00 & 14:30 - 16:30.0
