The citizens of the Philippines are technically and formally eligible for 5 day Shenzhen visa on arrival, but their success rate is poor. It is definitely better situation when you have been issued a Chinese visa in the past, but it would be necessary to be able to present that passport with a visa in a physical form. If you can do that and if your Chinese visa was not issued long time ago, your chances are much better. In any case, the general recommendation for the citizens of the Philippines is to refrain from applying for 5 day Shenzhen visa on arrival and to apply for a full Chinese visa in advance. If you proceed with your intention to obtain a 5 day Shenzhen VOA, I wish you the best of luck.
