Crossing the border between HeiHe and Blagoveshchensk

Hi
Is it possible to connect across the border between the Heihe and Blagoveschensk Railway Stations during the winter, say in January, 2024?
I would like to travel between Haerbin and Khabarovsk by trains, hoping to cross the border at Heihe/Blagoveschensk between it is not possible to do that at the Fuyuan/Khabarovsk border crossing.

Generally only ferry is available and train is not connected.

Are the ferries operating in the winter?

I understand that the road bridge is restricted to commercial vehicles currently.

And I wonder if there are cross border buses running between Heihe and Blagoveschensk.

If not, can I walk across the bridge from the border post on one side to the border post on the other side?
