crossing the border between heiheblagoveshchensk

Question

HiIs it possible to connect across the border between the Heihe and Blagoveschensk Railway Stations during the winter, say in January, 2024?I would like to travel between Haerbin and Khabarovsk by trains, hoping to cross the border at Heihe/Blagoveschensk between it is not possible to do that at the Fuyuan/Khabarovsk border crossing.

Are the ferries operating in the winter?I understand that the road bridge is restricted to commercial vehicles currently.And I wonder if there are cross border buses running between Heihe and Blagoveschensk.If not, can I walk across the bridge from the border post on one side to the border post on the other side?
