is there operating time for the 144 visa issue counter/desk?

"Upon arrival, find the 144-hour visa-free counter at the immigration inspection to apply for the entry permit " For this counter, Is there operating hours ? Does anyone know if we have a late flight past 5pm, will there be someone that can issue these types of visa ? Is it like 9am to 5pm type of counters? Thanks in advance
