Stop in two cities in China

I am holding New Zealand Passport, travel from Thailand to Xi An arrive at 6am, then frly from Xi An to Hangzhou from 9:30-12pm. Leave Hanzhou at 3:45pm to New Zealand. It's within 24 hours. Do I eligiable to 24 hours Visa free transit. Do I need to apply for Visa free transit? If the flight is delay and I need to stay over 24 hours, do I need to apply visit visa? Thank you.
