Can I fly from Sydney to ShenZhen as an Australian passport holder and apply for VOA at Shenzhen international airport?

Yes, you can. However, pay attention that, the 5-day Shenzhen VOA only allows you to stay in Shenzhen and you cannot go to other Chinese cities.
