What is the earliest ime in the morning I can enter Shenzen through Luohou with VOA? Is it true that border opens just at 9 AM? I hold a Swiss passport.

Yes, it opens at 9 am and you can enter through Luohu. However, there may be a queue before 9:00, so you can reach there a little earlier.
