China visa for europeans in VN

Does the chinese consulate in VN delivers visa for europeans in VN now? Either S visa or tourist visas? Thank you

Yes, they do. But it is not guaranteed you will successfully get it. If you have a residence permit in VN, the success rate will be much higher.
