About:240-Hour Visa-Free Transit

Can a person visit Dalian , departing from Hong Kong and exit to Hong Kong ?

Cana person enter and exit from Hong Kong, ie both A and C are the same location ?

No, this is not possible because 144 hour visa free transit is available only for those in transit and your itinerary is a simple round trip not involving third country/territory.

You are advised to adapt your itinerary by introducing third country/territory. For example, you can fly the following routes:

Hong Kong - Taiwan - Dalian - Hong Kong
Hong Kong - Seoul - Dalian - Hong Kong

If you do as I have suggested, you will be in formal transit and also eligible for 144 hour visa free transit in entire Liaoning province.
