You have to get employed in Macau first and then applying for Work Permit and (Authorization to Stay). Also, the travel permit has quotas and your employer need to meet the strict requirements, too.
1. The employer must be a Macao resident, a company or branch registered in Macao, or a company registered in Macao by a non-Macao resident and engaged in commercial or industrial activities;
2. Demonstrate that Macao's local labour market is unable to recruit special qualifications or skilled personnel for specific positions, that overseas recruitment only fills gaps in Macao's Labour market, and that the visa applicant meets the job criteria;
3. Proof of sound financial standing;
4. The working conditions to be provided to non-resident staff;
5. Number of local Macau employees currently employed.
