Zhuhai/Shenzhen: VOA for Filipinos

Are Philippine passport holders eligible for a Visa on Arrival in Zhuhai or Shenzhen? We haven't had a Chinese visa issued before, but we would like to visit either Zhuhai or Shenzhen for a day or two when we travel to Macau and Hong Kong this coming November. Thanks!
