Airlines will not pay any attention to any links or sources apart from Timatic, which is the IATA documentation. Currently this is the text in Timatic:

Passengers with multiple transit stops within China (People's Rep.) can obtain an entry permit on arrival, with a total transit time not more than 24 hours. Exception: This TWOV facility does not apply at Fuzhou (FOC), Huangshan (TXN), Mudanjiang (MDG), Shenzhen (SZX), Urumqi (URC) and Yanji (YNJ). Exception: This TWOV facility does not apply to nationals of Afghanistan, Azerbaijan, Iran, Iraq, Kazakhstan, Kyrgyzstan, Malaysia, Oman, Pakistan, Saudi Arabia, Sri Lanka, Syria, Thailand, Turkiye, Turkmenistan and Yemen transiting through Xiamen (XMN). Information: This TWOV facility does not apply when passengers arrive on a direct flight from USA, Guam or Northern Mariana Isl. AND depart on a direct flight to USA, Guam or Northern Mariana Isl. (JFK - PVG - GUM).

So a Turkish citizen hoping to transit in Xiamen, for example, would be denied boarding at their origin.
