About:Visa on Arrival
Visiting Shenzhen from HK is no problem for people from The Netherlands? planning to stay 3-4 days.

It is not a problem legally, but it could be a bit challenging physically. The main issue is in the fact that overland border crossing visa offices are quite congested and the waiting times are very long. So, you are advised to take the first ferry from Hong Kong to Shekou in Shenzhen and to obtain VOA at that visa office. Please, have in mind the opening hours of Shekou visa office: 9:00 - 13:00 & 14:30 - 16:30.0

Yes, you are eligible for the 5-day Shenzhen Visa on Arrival. However, try to queue up as early as possible in front of the visa office.0
