Your itinerary is definitely eligible for 24 hour visa free transit and you do not need any kind of visa. Also, you should use correct terminology because this is not a transit visa, but visa free transit, so there is no visa at all of any kind.
As far as the exit from the airport is concerned, upon your landing in Shanghai, you will approach 24/144 hour visa free transit counter and apply for free for temporary entry permit. This is not a visa, but a permit to be allowed to exit the airport on short term basis. Since your transit time is quite long - 17 hours, your chances to be granted a permit are very good. If you intend to sleep outside the airport, you should book your accommodation in advance and have an accommodation booking confirmation at hand to present it to Shanghai airport officials.
