I have a layover in Beijing International (Budapest-Seoul relation) and have to switch from T2 to T3, with 4.20min transit time. I'm flying both times with Air China. Is there enough time and do I have to pick up my baggage and submit it again, do the security check etc.?

Hi, generally, the transfer time is enough. If your flight ticket is a connecting ticket, then you don't need to pick up your luggage. However, if they are two separate tickets, then collecting luggage is necessary. You can also confirm with your airline company about the luggage collection.
