Unfortunately, until this day the situation with Indonesian citizens, as well as with majority of other citizens of ASEAN countries, and their eligibility has not changed. They are currently still advised to refrain from trying to obtain a Shenzhen visa on arrival. In other words, if you only can, you should obtain a Chinese visa in advance or to postpone your visit to Shenzhen. Let's hope that the situation will change until August, but I seriously doubt it based on current huge demand for this type of visa and congested visa offices at the border crossings.
