Singapore Passport holder - Travel from HK to Shenzhen

Is it possible to take the MTR to Luoho from Hong Kong and get the visa on arrival with Singapore passport? Also, is there a limit to the number of visa-on arrival issued per day?

Yes, you are welcome to come to Luohu crossing and to obtain a Shenzhen visa on arrival. In any case, you should be there at least at 09:00 because the waiting times are very long. This is the reason why you are advised to take a morning ferry from Hong Kong to Shekou port in Shenzhen.

Your last question is a bit unclear... If you mean if there is a quota on each border crossing, then the answer is, yes, there is a quota of VOA issued during one day. This quota is not to limit the number of those who arrive in Shenzhen, but just to cope with real abilities of visa offices to process the visas while the applicants are waiting.
