Yes, Singaporean citizens are eligible for VOA. You are advised to take a ferry from Hong Kong to Shekou port in Shenzhen rather than overland border crossings because of the high pressure on overland visa offices. However, be informed about Shekou port visa opening hours: 9:00 - 13:00 & 14:30 - 16:30.0
