Francesco, you are advised to bypass the Shenzhen visa on arrival on the day when you land into Shenzhen. Recent feedback present the situation where the Chinese authorities are reluctant to grant Shenzhen VOA to those arriving by air.
In other words, you are advised to rely on 24 or 144 hour visa free transit since you have eligible itinerary for this option:
Country A - Shenzhen (mainland China or country B) - Macau (acts as country C)
As you can see, you are perfectly fine, being it a transit for less or more than 24 hours in Shenzhen area. All you have to do is to buy your ferry ticket from Shenzhen (Shekou port) to Macau before your departure for Shenzhen. Also, you should print out your ferry ticket and have it with you as a proof that you will be in a real transit. Also, you really have to take that ferry you have bought the ticket for before your departure for China.
So, you will continue to Macau without any visa. Also, after your stay in Macau, you are absolutely free to take a ferry from Macau to Shenzhen, Shekou port, but be informed about the opening hours of Shekou visa office: 9:00 - 13:00 & 14:30 - 16:30. So, upon arrival, you will apply for a Shenzhen VOA that will be granted to you. After your stay, you are free to take a flight from Shenzhen to any country by nonstop flight.
