Is there a daily quota or limit to the amount of people getting visa on arrival in Shenzhen?

It really seems to be the case. The pressure on visa offices is real and the Chinese authorities have implemented a quota system to relax current congestion. My suggestion is, take a ferry from Hong Kong directly to Shekou port in Shenzhen because you will obtain a visa in more easier way. However, be warned about the Shekou visa office opening hours: 9:00 - 13:00 & 14:30 - 16:30.0
