Thai Citizen can apply the VOA at the airport?

I need to go SZ for meeting with short notice, is Thailand Citizen able to apply VOA?

According to recent feedback, there are many people queuing for the VOA and you may have a high risk of being rejected. So it is more recommended to obtain a visa in advance.
