According to this announcement of the Chinese embassy, can a Thai General Passport Holder pass at West Kowloon Station to Chaoshan-China for travelling and visiting relatives with Visa Exemption in Apr 2024?

Yes, there is no problem but the new policy will be implemented since March 1.
