Unfortunately, recent feedback says that Indonesian citizens are not, for unidsclosed reasons, eligible for a Shenzhen VOA. In other words, if only you were eligible, you would be able to obtain a visa on arrival, stay in Shenzhen and then you would be free to take a ferry from Shenzhen to Macau. At the time being, this is not possible and you are advised not to try that.
If you were thinking about a real transit, then I have to tell you that this type of transit was never allowed. To be eligible for a visa free transit in Guangdong, one has to fly to either Shenzhen or Guangzhou and exit to Macau or some other geographical entity like a third country. Anyway, you should be aware that Indonesian citizens are eligible just for 24 hour visa free transit and this option allows you just to use planes and not a ferry or a bus to exit Guangdong.
For example, you can take a flight from Singapore to Shenzhen stay for 24 hours in Guangdong province and then take a flight from Guangzhou to Hong Kong or the other way round.
