Daily quote and Vietnamese passport holder

Hi, I was told that there is a daily quota of VOA at Louhu border and if you arrive past 10.30am you might already be too late. Could someone advise please.
In addition one of my family members has a Vietnamese passport. Previous China Visa in passport. Is it possible to obtain a VOA? Can't take any risk... ;)

I am not aware of the daily quota. Honestly speaking, this is the first information of this kind. In other words, I am hugely puzzled and I do not know what to say. If this has become a case in the recent days or weeks, then the best alternative would be to take a ferry from Hong Kong to Shekou port in Shenzhen because they cannot have such a quota. Anyway, just take care about their opening hours: 9:00 - 13:00 & 14:30 - 16:30.

As far as Vietnamese citizens are concerned, we have received very slim feedback, so I would conclude that at the time being, those who have previously granted Chinese visas have some chance, but others do not. I my opinion, if the member of your family cannot take a chance to be refused, I would suggest to refrain from taking chances, at least at the time being.
